Around Mid-Feburary. It's a small place, it's distant (though in Tokyo), there is no matsuri or anything and in the first place there does not seem to be any reason to go there. But it's a very local spot and neighbourhood (though the main street from the station to the park is not exactly picturesque) and the the nearby Honmonji Temple park and its facilities as well as the 5-story pagoda and the huge cemetery are also worth a stroll in this quiet winter time (should also be a hidden top spot for sakura by the way).

Location: Take the Asakusa Line to Nishi-Magome station, then it's 10 minutes walk. Or more if you get lost in the Honmonji area, park and cemetery
