Late Jul-Mid August. Broswing this website you should get the rule: Something's blooming? --> Matsuri. Why should sunflowers be any exception? Zama or better say one of two locations near Minami Rinkan station is about 1:30h by train from Tokyo station and from Minami Rinkan you even need to take a bus to get to the venue.

I thought I could walk because tecnically it's just 2.7km from the station and the way is pretty much straight forward - just follow the main street. But, well it was August... in Tokyo. 42 degrees and humid. After 10 minutes walk I resigned and took the next bus. It's a not so large matsuri and more a local thing but in case you need a reason to explore the outer areas of Tokyo (well Kanagawa) - here you go.
