I can't judge from "normal" times but even in times without matsuri action due to corona virus the spot is really a must see. Not just because of sakura, but also because of the nearby waterpark and the general scenery. It's village like Tokyo at it's best. Plus Sakura.

Location: Shinkawa is a (pretty old) canal connecting Arakawa and a part of Edogawa. Head to Funabori station, then wallk down to Shinkawa. First to east end where it meets Nakagawa and visit the old fire lookout tower, then all the way to the west to Kyuedo river. Take your time. Head north and then follow the even smaller, well tiny canal at Furukawa Waterpark. Not so much sakura here, but in case weather is good it's just a nice walk.
