Late April. It's kind of a trip from Tokyo - though not that difficult from Ikebukuro. Also I wouldn't recommend for tourists as they typically are on a time budget and there are better things to see. But in case weather is fine and there is nothing else to do, Shibazakura festival in Kawaguchiko area is too far and too difficult to organize - head for Chichibu. Don't be disappointed though. It's only one spot and though the colours are really nice and they have some matsuri food stands it is not the "big once in a liftime event".

Location: Get to the Seibu-Chichibu Station. Using the "Red-Arrow" Limited Express might be most convenient, though all seats are reserved and you have to buy an additional (to IC fare) 700 Yen ticket. Once you are in ikebukuro station there run other trains that are not that different in terms of how long they take but come without extra charge. From seibu-chichibu station follow the signs uphill for 20 minutes.
