Mid Nov-early Apr. You're into illumination? Head for Sagamiko and enjoy. It's a bit outside Tokyo but still reasonable and if you want you can combine the trip with a easy hike. It's not a cheap trip though. Entrance is 1000 Yen but many things you might want to do within the park are charged extra, which means you will pay at least 1600-2100 Yen. Hence you might go for the 2500 Yen ticket whcih includes everything. Then there is the train which is about 1100 yen from Tokyo oneway. There are also busses which I took to go back to Shinjuku but because I wanted to be flexible for hiking I took a train from Shinjuku (there are trains running directly to Sagamiko).

Location: Sagamiko station. The map doesnt exactly depict the way to hike from the station. After the bridge crossing Sagami River turn left and the after the dam you find right hand side the trailhead. Hike up to Arashiyama then on the "peak" (maybe 30min for 150m of elevation) follow the path for an hour or so till you reach the Pleasure Forest park.
