Mid to late April. Like Shibazakura in Chichibu this might not be something for those on a time budget. It's distant, it's just one spot to see and, well, Tulips aren't even as special from a european point of view as shibazakura is. But in case you miss the Netherlands for some reasons and want a reason to explore the more rural areas around Tokyo this might be trip for you. Btw: there are other Tulip parks closer to central Tokyo than Akebonoyama park is.

Location: Take a train to Abiko station which is about 1 hour from central Toyko and easy to reach by Chiyodaline (the subway becomes a local train after Ayase station). Then take a bus to the park. In this case the terminal station of the bus is the Akebonoyama Park and it's written in latin alphabet on the bus, so don't worry (all the schedules and plans for busses in front of the station aren't which makes it difficult to find the right one).
